Controversy. This was one of the main characteristics of the administration of Pereira Passos in Rio De Janeiro, between 1902 and 1906, and that promoted the full re-urbanization of the city. Notas de Viagens discloses different aspects of the personality of the former mayor are revealed, who lived in Europe after leaving the government, Europe and from there sent letters to his friend and director of engineering works during his administration, Américo Rangel. Initially published in 1913 under the title Cartas a um amigo (Letters to a friend), the book contains technical descriptions of all places visited by Pereira Passos in Europe, in which he traces a parallel with Brazil and its problems, in an attempt to alert the Brazilian society of its backwardness.
